As part of the city’s goal to digitize government transactions, Davao City fully implemented upgrading of the “Legislative Information Support System Program (LISSP),” which aims to make documents and information easily accessible.
The LISSP’s upgrade is in compliance with City Ordinance No. 0303-23, which was signed into law by Mayor Sebastian “Baste” Duterte in November 2023.
Councilor Bonz Andrei Militar, chair of the Information Technology Committee, said the move intends to digitize Davao City’s legislative process while lowering the quantity of paper used in regular sessions.
He said the SP has already reduced its monthly use of printed materials, cutting down from 700 reams of paper to just five reams.
“Sa una makaabot sila’g 700 reams [of paper] plus per month depende sa agenda. Karon kay less than 5 reams nalang ta per month (Before, they used over 700 reams of paper per month depending on the agenda. We may now utilize fewer than five reams of paper),” he said.
“The Agenda and all Committee Reports, attachments and items scheduled on a particular day shall be converted to digital copies which will be flashed on screen for the viewing benefit of everyone inside the session hall,” Section 3 of the Ordinance said.
According to Militar, the public will be able to view the structured information of the past ordinances, bills, and resolutions, once the Sanggunian Panlungsod website is launched next week.
The council also prepared 28 tablets for the council members. The tablets will be used to facilitate the legislative digitalization of legislative documents.
He said the councilors have also undergone training to ensure they were familiar with the system.
“Paghuman pag-develop sa system gi-introduce ni sa mga councilors. Naa mi special meeting namo, gi-train mi tanan, gi-introduce sa amoa ang system kung unsaon paggamit sa mga councilors (After developing the system, it was introduced to the councilors. We held a special meeting, provided training to all councilors, and showed them how to operate the system),” he said. CIO
