To comply with the laws and issuances on the cleansing of Projects, Plants, and Equipment (PPE) and establish their verifiable existence, condition, and accountability, the city issues an executive order reconstituting its inventory committee.

Executive Order No. 34 Series of 2024, “An Order Reconstituting the Inventory Committee of Davao City,” was issued on October 17, 2024.

The inventory committee is created in line with the Commission on Audit (COA) requirement for every LGU to undertake a regular inventory and make an updated report of all its PPE and to improve its financial posture and performance as guided by COA’s Manual on the New Government Accounting System (NGAS) for LGU.

To address the discrepancies in the PPE account balances, COA issued Circular No. 2020-006 prescribing the guidelines for the one-time
cleansing of PPE accounts of government agencies and LGUs to establish PPE balances that are verifiable as to existence, condition, and accountability.

Section 1 of the EO provides for the Reconstitution and Composition of the City Inventory Committee.

As listed in the section, the City Administrator shall sit as chairman. The Office of the Secretary of the Sangguniang Panlungsod, City Accountant’s Office, City General Services Office, City Assessors Office, City Engineer’s Office, Task Force on the Inventory of Real Properties of the City Government of Davao (REPTAF) are the members.

The Head/Chiefs of each department/Office and their respective Accountable supply officer shall serve as members of the Committee with respect to the conduct of the inventory in their respective departments/offices as well as the deliberation of any and all discrepancies discovered.

Section 2 of the EO provides for the two duties of the CIC: the priority duty and the regular duty.

Under the Priority Duty (One-Time Cleansing), the Inventory Committee shall conduct the required physical inventory pursuant to the guidelines and procedures set in COA Circular No. 2020-006.

Under Regular Duty, the Inventory Committee, in compliance with Section 124 of COA’s Manual on the NGAS for LGUs, shall conduct an annual physical count of the city’s PPE.
