The City Government of Davao on May 27, 2025 issued Executive
Order No. 08, reconstituting the Pantawid Pamilyang Pilipino Program (4Ps) Advisory Council.
The 4Ps Advisory Council was initially created through EO 16 Series of 2011, to oversee the implementation, monitoring, and evaluation of the Pantawid Pamilyang Pilipino Program within the city.
The reconstitution of the 4Ps Advisory Committee was directed to ensure that its structure and function align with the evolving program needs and directive.
The EO reads that there is a need to amend the term “Committee” to “Council” to conform with the Implementing Rules and Regulations of the Republic Act 11310, Rule XVII, Section 44, which states that the Provincial and City/Municipal Advisory Councils shall be established with the LGUs to further strengthen the implementation of the Program in the local level.
The city also saw the need to amend the membership of the 4Ps Advisory Council, as provided in the 4Ps Operations Manual, to effectively carry out the requisites of the program.
Section 1 of the EO provides for the reconstitution of the 4Ps advisory council.
Section 2 provides for the composition. It shall be headed by the City mayor as chairperson with representatives from the City Social Welfare and Development Office, City Schools Division Department of Education, and the City Health Office as co-chairperson.
The Department of Social Welfare and Development XI – Davao
City Operations Office shall serve as secretariat.
The members are the Department of the Interior and Local Government (DILG), Public Employment Service Office (PESO), City Agriculturist’s Office, Department of Science and Technology (DOST) – Davao, Department of Trade and Industry (DTI) – Davao, National Commission on Indigenous Peoples (NCIP), Indigenous Peoples Mandatory Representative (IPMR) -Davao City, Technical Education and Skills Development Authority (TESDA) – Davao City, City Veterinarians Office (CVO), Davao City Police Office – Women and Children Protection Desk, Davao City Police Office – Family Juvenile Gender and Development, Sangguniang Panlungsod Committee on the Social Services, Sangguniang Kabataan (SK) Federation, and Liga Ng Mga Barangay.
The Family Planning Organization of the Philippines (FPOP) and Family Care and Community Development Initiatives (FCCDI) were also accredited as Civil Society Organizations (CSOs) and shall form part of the Council.
The primary function of the Davao City 4Ps Advisory Council is to ensure that the education and health services and facilities required by the Program are available and adequate for the beneficiaries within the duration of the Program. More specific functions are listed in the full text of the EO.
The DSWD through the Davao City Operations Office shall serve as the secretariat of the City 4Ps Advisory Council. It shall render
Secretarial and Technical Services and keep the records and documents of the City Advisory Council.
