The City Government of Davao issued on June 19 Executive Order No. 10 Series of 2025 “An Order Reconstituting the City Committee on Anti-Trafficking and Violence Against Women and Their Children (CCAT- VAWC).

The EO addresses the need to establish functional and parallel structures and systems at the local level, which will monitor and oversee the implementation of the provisions of VAW and other related laws and policies, and city ordinances.

In 2023, the city government issued a separate EO creating the Local Committee on Trafficking and Violence Against Woman and their Children. However, The Department of the Interior and Local Government (DILG) released Memorandum Circular (MC) No. 2023-181, Series of 2023 entitled “Guidelines on the Operationalization of the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC)”. The reconstitution through EO 10 is to conform with DILG MC No. 2023-181.

Section 1 of the EO provides for the reconstitution of the City Committee on Anti-Trafficking and Violence Against Women and their Children (CCAT-VAWC).

The City Mayor shall be the chairperson while the chairpersons of the Committee on Women, Children, and Family, will act as the vice chairperson.

The committee members shall be the Department heads of City Social Welfare and Development, City Planning and Development Office, City Health Office; the heads of the City Public Employment Office and Integrated Gender and Development Division; the City Prosecutor; City Director of the Department of Interior and Local Government; City Director of the Davao City Police Office; President of the Liga ng mga Barangay; and three representatives from each sector of women, children and Overseas Filipino Workers.

The committee’s primary power and function is to recommend policies or measures to ensures effective implementation laws that protect women and children within Davao
City.

The Secretariat shall be the City Social Welfare and Development Office (CSWDO).
