The Sangguniang Panlungsod, on March 4, 2025, transmitted to the Land Transportation Franchising and Regulatory Board (LTFRB) XI a resolution requesting the agency to include the city in the implementation of the motorcycle taxi pilot study program.

Resolution No. 04103-25 Series of 2025, “A Resolution Requesting the Land Transportation Franchising and Regulatory Board National Office (LTFRB), thru LTFRB Regional XI to include Davao City in the Implementation of the Motorcycle Taxi Pilot Study Program and be Given a Pilot Testing Provisional Operation Permit” was approved by the Council on Feb. 11, 2025.

The request aims to address the increasing need for transport alternatives in Davao City.

It says that Davao City, being a metro city like Manila and Cebu, is rapidly growing with increased demand for transportation and mobility through innovative means, such as Online-Enabled Transportation Service (OETS).

OETS is a digital-based technology application that provides services by connecting available registered motor vehicles with registered customers hailing a ride.

On July 12, 2021, the 19th City Council also approved Ordinance No. 0584-21, Series 2021, otherwise known as “An Ordinance Allowing the Operation of Motorcycle Taxis in Davao City.”

In 2019, the LTFRB allowed the implementation of a motorcycle taxi pilot study in Metro Manila, Cebu, and Cagayan de Oro.

Also pending in Congress is House Bill No. 7034 or the “Motorcycle-For-Hire Act,” which intends to allow the regulated operation of Motorcycle-for-Hire to provide the riding public with an alternative mode of transportation that is sufficient, safe, secure and economical, but must be standardized to ensure that the interest of the general public is protected.

“While there is no existing national law regulating motorcycle taxis, the Davao City Council requests that pilot program be instituted in Davao City until such time that the law may be passed to that effect, in order to address the increasing need for transportation alternatives in the City,” the resolution reads.
