The City Government of Davao issued on March 6, 2025 an Executive Order, in a bid to successfully implement the resettlement plan for informal settlers poised to be affected by the Davao City Public Transport Modernization Project (DPTMP).
Executive Order No. 03, Series of 2025, did not only reconstitute the Local Inter-Agency Committee (LIAC) for Resettlement for the DPTMP but also amended its membership and separated it from the LIAC for the Mindanao Railway Project (MRP).
“There is a need to amend the Executive Order No. 7, Series of 2022, by separating the LIAC members of DPTMP and MRP respectively, removing certain existing members of the LIAC enumerated in E.O. No. 7 from the composition of LIAC-DPTMP, which will be different from that of the members of the LIAC-MRP, in order to address the district entitlements, timeliness, and beneficiary criteria
unique to each project,” the EO reads.
Section 1 provides that the Local Inter-Agency Committee for Resettlement for Davao Public Modernization Project (LIAC-DPTMP) is created and shall be composed of various offices.
The Davao City Mayor or his authorized representative will sit as Chair, with the Department of Transportation-Region XI acting as co-chairperson. The core members of the LIAC-DPTMP are the Department of Human Settlements and Urban Development-Region XI, Presidential Commission on Urban Poor- Region XI, Social Housing Finance Corporation, Davao City Housing Office, Davao City Social Welfare and Development Office, Davao City Legal Office, Davao City Engineer’s Office,
Barangay and Cultural Communities Affairs Division, and Davao Public Employment Service Office.
The ad hoc members are the Technical Education and Skills Development Authority- Region XI, Department of Labor and Employment-Region XI, Department of Social Welfare and Development- Region XI, Philippine National Police- Region XI, and the Davao City Assessor’s Office.
As to duties and functions, the LIAC for Resettlement- DPTMP is primarily tasked to ensure the successful implementation of a resettlement plan for informal settlers that will be affected by the DPTMP. Their specific tasks are provided in the EO.
Based on Section 3 of the EO, the DPTMP- Project Management Office of the Department of Transportation XI will serve as Secretariat for LIAC for Resettlement- DPTMP, and shall be tasked to handle its administrative and secretarial functions. The LGU-Davao City Housing Office shall assist the Secretariat.
