To ensure the continued involvement of concerned offices in the implementation of laws, the City Government of Davao issued Executive Order No. 10, Series of 2024, which reconstituted the Committee on Anti-Red Tape or CART.

The reconstitution is in line with the Anti-Red Tape Authority (ARTA) issued Memorandum Circular No. 2020-07, as amended by Memorandum Circular No. 2023-08, which requires government agencies to create a Committee on Anti-Red Tape to ensure compliance with Republic Act No. 11032.

Republic Act No. 11032, otherwise known as the “Ease of Doing Business and Efficient Government Service and Delivery Act of 2008” mandates all government agencies to adopt simplified requirements and procedures that will reduce red tape and expedite business and non-business-related transactions.

The City Government of Davao, in 2021, initially constituted the committee through Executive No. 32, Series of 2021 or An order Creating the Committee on Anti-Red Tape (CART).

Section 2 of the EO mandates the composition of the CART.

The said section states that the committee will have the City Mayor or his duly authorized representative as chair, and the Internal Audit Service Division (IASD) Head as vice chair.

The members are the heads or representatives of the Office of the Secretary of Sangguniang Panlungsod, the City Treasurer’s Office, the City Assesor’s Office, the City Planning and Development Office, Business Bureau (Permits and Licensing Division), the City Legal Office, Office of the City Building Official, City Health Office, City Environment and Natural Resources Office, City Information Office, City Information Technology Center, Human Resource Management Office, City Archives and Records Office, and Barangay and Cultural Communities Affairs Division.

The CART shall ensure compliance with the requirements of Republic Act No. 11032, its Implementing Rules and Regulations, and issuances by the ARTA, as applicable.

The IASD shall serve as the committee’s secretariat tasked to handle all administrative and secretarial activities. CIO
