The City Government of Davao issued on May 2, 2025 Executive Order No. 5, Series of 2025, or “An Order Reconstituting the Membership of the Executive Committee and Sub-Committees of the City’s Events; Araw ng Dabaw, Duaw Davao, Kadayawan sa Davao Festival, and Pasko Fiesta sa Davao and other Major Events, Defining Its Respective Powers, Functions, and Duties.”

The EO said the reconstitution was done to properly plan, execute, and ensure the success of the said activities each year and to allow the City Government of Davao to effectively carry out its intention to promote the city.

Section 1 provides for the Reconstitution and Composition of the Execom.

The newly reconstituted committee has the City Mayor or in his absence, the City Administrator, as the Chairperson, and the Assistant City Administrator for Operations as the vice-chairperson.

The Execom members are the City Mayor’s Office-Chief of Staff, Sangguniang Panlungsod Committee on Tourism and Beautification Chairperson, City Budget Office, City Tourism Operations Office (CTOO), Human Resource and Management Office, City Legal Office, Davao City Tourism Association President, Davao City Chamber and Commerce and Industry Inc. Chairperson, Meetings Incentives Conference Events (MICE) Board, and the Davao City Office for Culture and the Arts.

The CTOO is also tasked with Festival Management.

The primary function of the Execom is to plan and ensure the smooth coordination of programs, events, and activities in connection with the celebration of the events. This is its main function.

Section 3 provides for the subcommittees and its composition.
The subcommittees are the Cultural Cluster; Finance Cluster; Safety, Security, and Traffic Management Cluster; Physical Arrangement, Cleanliness, and Sanitation; Health Protocols; Publicity, Promotions, and Documentation; Official Spokesperson; and Technical Secretariat.

Section 4 provides for the national and city government offices’ role to provide for their full and active support, and their utmost cooperation for the successful staging of the events.

Under Section 5, the CTOO shall serve as the Execom Secretariat and Official Spokesperson tasked to handle all the administrative and secretarial activities. In addition, the City Legal Office (CLO) shall provide legal support to the Secretariat.
