The City Government of Davao issued on April 23, 2025 Executive Order No. 4, Series of 2025 or “An Order Amending Executive Order No. 05, Series of 2024 – An Order Reorganizing and Reconstituting the Composition of the Davao City Council for the Protection of Children (DCCPC) and its Inter-Agency Monitoring Task Force (DCCPC-IMTF).”
This is in order to strengthen the Local Council for the Protection of Children within the City and align it with the issuances of the national government offices.
Based on the EO, there is a need to amend Executive Order No. 05, Series of 2024 and reorganize the DCCPC and its IMTF to align with DILG Memorandum Circular No. 2021-039 or the “Comprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection of Children at All Levels and for Other Purposes.”
Section 1 of the newly released EO provides for the reconstitution and reorganization of the DCCPC and DCCPC-IMTF.
The Section provides for the functions of the DCCPC, with a primary function to formulate, develop, coordinate, monitor, and review all local policies, ordinances, plans, programs, and activities for children to ensure that these are gender-fair, culturally relevant, and responsive to the needs of children and that these shall promote the best interest and rights of children and ensure mainstreaming of the same in the local development agenda.
Section 3 of the EO provides for the composition of the DCCPC. It shall be chaired by the City Mayor or in his absence, the City Administrator. The council will also have as its vice-chair the Chairperson of the Sangguniang Panlungsod Committee on Women, Children, and Family Relations. The Special Office for Childrens’ Concerns will serve as the Secretariat.
The members of the DCCPC are the City Planning and Development Coordinator, City Social Welfare and Development Officer, City Health Officer, City Nutrition Office, City Budget Officer, City Public Employment Service Officer, City Disaster Risk Reduction and Management Officer, City Agriculturist, Liga ng mga Barangay President, Sangguniang Kabataan Federation President, IP Child Representative elected during the citywide children’s congress, Moro Child Representative elected during the citywide children’s congress, Community-Based Child Representative elected during the citywide children’s congress, Department of the Interior and Local Government City Director, Schools Division Superintendent of the Department of Education (DepEd) Davao City Division, Davao City Police Office (DCPO) City Director, Family Care and Community Development Initiatives (FCCDOI) and a Parent-Representative.
The Organizational Structure of the DCCPC is also provided under Section 4 of the EO. According to same section, various sub-committees under the DCCPC shall be created to focus on specific concerns affecting children, namely: Sub-Committee on Survival, Sub-Committee on Development, Sub-Committee on Early Childhood Care and Development (ECCD), Sub-Committee on Protection, and the Sub-Committee on Participation.
An Inter-Agency Monitoring Task Force shall also be created to monitor and evaluate the DCCPC.
Section 4 also provides for the offices that will sit as chair of the Sub-Committees.
Section 5 of the EO provides the specific roles as functions of the DCCPC-IMTF, a body that monitors DCCPC.
Based on Section 6 of the EO, the membership of the DCCPC-IMTF is reconstituted with the DILG- City Director as new chairperson, City Social Welfare and Development Officer as co-chair and CPDO, CHO, City Nutrition Officer, DepEd Davao City Division Representative, and Non-Government Organization Representative, as members.
Section 7 of the EO provides that the Special Office for Children’s Concerns (SOCC) shall serve as the DCCPC Secretariat. It shall be the repository of all DCCPC-related data and shall provide administrative and technical support to the activities of the DCCPC and the DCCPC-IMTF and the overall coordinative and networking activities of the DCCPC pursuant to Ordinance No. 0602-18, entitled, “An Ordinance Creating the Special Office for Children’s Concerns (SOCC) under the City Mayor’s Office”.
