The 20th Davao City Council on Tuesday approved on second reading the resolution to implement the DCitizen ID, an initiative to streamline access to local government services.

Councilor Bonz Andre Militar said the DCitizen ID, also called the “Unified Davao City Identification Card,” was designed to simplify and enhance the delivery of government services in Davao City.

The innovative card will simplify procedures for residents by combining multiple forms into a single, safe, and conveniently accessible ID.

Militar also said that the initiative aligns with Mayor Sebastian “Baste” Duterte’s vision of promoting good governance through innovation and digitalization.

The DCitizen ID will also be designed to eliminate the need for multiple documents to access and utilize government services, speed up and streamline transactions by displaying previously used services automatically, and encourage inclusivity by guaranteeing that all citizens, including those from marginalized communities, have access to government services via a single, cohesive system.

Residents, transients (those temporarily residing in Davao City), Persons with Disability (PWDs), and Senior Citizens are the four categories into which Dabawenyos and non-residents will be divided upon card issuance.

A color-coded identity system will be put in place, with senior citizens receiving red IDs, PWDs receiving orange IDs, transients receiving green IDs, and residents receiving blue IDs.

A completed application form, which can be obtained online, at City Hall, or in barangay caravans, is the first requirement for applying for a DCitizen ID. The second requirement is a valid government-issued ID for ages 16 years old and above and a birth certificate and school ID for ages 0-15 years old. The third requirement is a barangay certificate stating the reason for the application for the unified ID is required.

Depending on the applicant’s classification, other qualifications may also be necessary. For instance, PWDs need a social worker assessment for apparent and a doctor’s certificate for non-apparent, while senior citizens need a voter ID and birth certificate.

The candidates will be informed of their status by email, SMS, or in-person processing after submitting their documents. CIO
