Davao City Mayor Inday Sara Duterte has formed a technical working group (TWG) to formulate the implementing rules and regulations of the Special Office for Children’s Concern (SOCC) via Executive Order 66, Series of 2020.
The order, which she signed on December 11, tasked the TWG to provide the guidelines for the special office’s composition, its duties and functions, and other purposes.
She said, “There is a need for the creation of a Technical Working Group to handle the efficient formulation of the Implementing Rules and Regulations for the creation of the Special Office for Children’s Concerns.”
City Ordinance No. 0602-18, which created the SOCC under the City Mayor’s Office was passed in 2018. The ordinance aims to beef up the capacity of all implementing agencies in realizing the provisions of the Davao City Children’s Welfare Code.
The office will serve as the special coordinating and implementing arm of the Davao City Local Council for the Protection of Children and also focus on implementing specific programs and projects for children, aside from the services rendered by the Davao City Social Welfare and Development Office.
E.O. 66 also stated that the TWG-SOCC IRR shall formulate the IRR for the creation of the SOCC; respond immediately to issues and concerns affecting the creation of the SOCC; advocate for the efficient formulation of the IRR for the creation of SOCC; and perform such other functions that are incidental to and are necessary for the formulation of the SOCC.
The Davao City Council on Women, Children and Family will chair the TWG-SOCC IRR while a non-government organization (NGO) will serve as the vice-chair. Its members will be the representatives of the City Administrator’s Office, the City Planning and Development Office, the City Legal Office, the Department of the Interior and Local Government, along with five other civil society organizations.
The funding for the TWG-SOCC IRR will come from the available funds of the City Government of Davao. CIO
