Senior citizens and other vulnerable individuals can get the Safe Davao QR Code (DQR) but just like the rest of the Dabawenyos — they can use the DQR for essential travel and accessing essential goods only.

Under the October 22, 2020 guidelines of the Inter-Agency Task Force (IATF), the vulnerable sector includes those from ages below 15 years and over 65 years, with immune-deficiency, comorbidity, or other health risks. These are people advised to remain in their residences.

Davao City Mayor Inday Sara Duterte clarified during her live interview over the Davao City Disaster Radio on Monday that the vulnerable people are allowed to get their DQR, however, this does not mean they are allowed to go out of their houses for non-essential activities.

“Mag-remind lang ko sa tanan, nga we allow them to get their DQR because lain-lain ang circumstances sa different households. Naa gyu’y mga minors nga nagagawas for essential travel. That does not mean na kung allowed sila for DQR, allowed na sila nga manggawas para mag suroy-suroy (I am reminding everyone that we allow them to get their DQR because different households have different circumstances. Some minors go out for essential travel. That does not mean that if they have their DQR they are allowed to go out for leisure),” she said.

Mayor Sara stressed that not only the minors and senior citizens should stay home but others as well, reminding Dabawenyos that Davao City remains under the Modified General Community Quarantine. 

“Not just for minors, sa tanan sa atoa diri sa Davao City, because there is a Modified General Community Quarantine. Duna pa’y quarantine. So, everyone must stay home, except katong kinahanglan mogawas to access goods or essential services (Not just for minors but everyone here in Davao City, because there is a Modified General Community Quarantine. There is still quarantine. So, everyone must stay home, except those who need to go out to access goods or essential services),” the Mayor stressed.

Section 17 of Executive Order No. 57 has defined goods and essential service as “all goods and services relating to the human need for food, hospital/health and wellness/medicine, money, work or shelter”.

Meanwhile, the link for the registration of the DQR is still unavailable due to heavy traffic. 

Mayor Sara said the registration link for establishments would be up on Wednesday, November 11, 2020, while the resumption of the individual registration will be announced anytime soon. CIO
