Starting November 18, 2020, Davao City is a “Restricted LGU” with new movements and entry travel to the city either by air, land or sea due to the surge of coronavirus cases.

The new guidelines under Executive Order No. 63 by Mayor Inday Sara Duterte are further steps to control the rising number of COVID-19 cases due to the full occupancy of the COVID-19 beds in the Southern Philippines Medical Center (SPMC) and other treatment facilities.

“There is a need to seek the assistance of the Joint Task Force (JTF) COVID Shield for enforcement of Authorized Persons Outside Residence (APOR) and NON-APOR travel into Davao City to insulate other Local Government Units (LGUs) from the effect of the surging cases in the city as well as to further protect the residents of Davao City,” Mayor Sara said.

Section 1 of the EO identifies the APOR and their requirements for entry to Davao City. APOR includes:

a) health and emergency frontline services personnel;

b) government officials, employees, government frontline personnel;

c) duly-authorized Humanitarian Assistance Actors (HAAs);

d) coming in for work or business and going home;

The requirements via Land travel:

JTF COVID Shield:

1) Company/Office ID and Certificate of Employment or Principal acknowledgment of labor/service (for those without employer-employee relationship)

Local Government Unit:

2) Company/Office Travel Order;

3) Hotels and other similar accommodation establishments

Confirmation (APOR cannot stay in the houses of Davao City residents);

Requirement via Air travel:

JTF COVID Shield:

1) Company/Office ID and Certificate of Employment or Acknowledgment of Principal for labor/service (for those without employer-employee relationship);

2) Medical Certificate Clearance; Local Government Unit:

3) Company/Office Travel Order

4) Hotels and other similar accommodation establishments

Confirmation (APOR cannot stay in the houses of Davao City residents);

5) Roundtrip Ticket;

6) Twenty-four to forty-eight (24-48) hour RT-PCR negative test result or test upon arrival.

e) persons travelling for medical, dental or allied medical reasons with one (1) driver and one (1) assistant;

Requirement: Certification of travel to access health service from a doctor, dentist, hospital, medical or allied medical institution

f) extraordinary Humanitarian Considerations or accessing National Government Agency/Office service.

Requirements:

1) Travel Confirmation from Davao City Government. Registration must be submitted at least five (5) days before the intended date of travel

2) The ID used to register for a Travel Confirmation Pass

g) Persons residing outside Davao City going to Davao International Airport (DIA);

Requirement:

1) Confirmed plane ticket

h) Those who are travelling by land to other cities and municipalities;

Requirement:

1) Travel Pass-Through Permit from the LGU/PNP of origin, JTF COVID Shield

i) bus, van and airplane passengers who arrive/land in Davao City but are travelers bound for another city/municipality/LGU;

Requirements:

1) Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR test result or testing upon arrival,

2) Confirmation from destination LGU of pick-up vehicle, OR

3) Confirmation of private/public transportation arrangements from airport or bus terminal to destination LGU.

j) returning Davao City resident by land, air or sea, including the LSIs, OFs, OFWs and;

Requirements:

1) Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR test result or testing upon arrival, AND

2) Fourteen (14) days home quarantine

k) returning Davao City residents frequently travelling by land for work.

Requirements:

1) Company/Office Travel Order

2) An ID with a Davao City address, OR Any document with a Davao City address and ID

3) A current month RT-PCR negative test result, if available.

Section 2 of the EO, persons not belonging to the 11 categories or non-APOR and the requirements for entry to the city are:

No requirements will be asked for patients transported by ambulance, except for a momentary stop at the check for the presence of a patient and take the ambulance vehicle details but if there is no patient, the ambulance and all its occupants are required to present requirements mentioned in Section 1 of the EO.
